where in the manga does it say you need ameterasu and tsukuyomi for susanoo...

It says it in the databook but it could be interpreted as you need two different MS jutsu to unlock Susanoo. It would make sense if you need specifically Ama and Tsuku to unlock Susanoo since Tobi said it is rare even with MS users.
