Black Zetsu is Kaguya's will. After she was attacked by Naruto and the Bijuu tried to escape, she was able to reign them in, but wasn't able to retain her human form. Turning her into the Juusagi.

Also she clearly didn't absorb the attacks since the rasenshurikens all exploded.
