Wouldn't this attack take out the majority of shinobi that aren't Jinchuriki, or Madara, Hashirama and Obito?

I'm not trying to spark anything, serious inquire. In my opinion this is op.

As for who it wouldn't take out: Shinobis with very good speed and reflexes who can jump out the initial wave and then jump from wave to wave. S/T users depending on their set up. I'd think Susano'o user can take this to an extent. A user who could fly out of range, a user with a strong enough move to blast their way through the sand.

Nonetheless, it takes out a lot of people, imagine him being in a desert with this move

Especially when you combine the fact that his defense is already in place, and that from the start of the jutsu he already has a sand wall in front of him.
