By using shadow clones, he would be splitting his power up into weaker clones. That technique only really works with a nearly unlimited chakra supply, like Naruto's.
Except Nagato has one of the biggest chakra reserves in Naruto.

First of all he's an Uzumaki, secondly he fought all Konoha's ninjas and killed them, destroyed the entire village, fought Naruto along with 5 frogs, used chibaku tensei, then revived everyone in the village.

Doesn't matter if he has a hue reserve of Chakra. The Shinra Tensei would weaken according to how many clones there are.
E.g. If he makes 5 clones and they all use Shinra Tensei the power would divide by 5.
No actually it divides the user chakra in 5 if he makes 5 clones. If the user has huge chakra reserves then there's no reason for the shinra tensei to weaken, I feel like you didn't understand Ebisu's explications
