Well to be honest I really doubt there is someone stronger Kaguya hanging around and has been hidding so long and noone has noticed him. That would be ridicolous. I believe Sasuke may be unaware of fact being wrong or just Kishi trolling us as always with another twist. It could be also just hyping up.

If this is true:

1) It could be Prime Kaguya from Past who Sasuke is reffering to.

She was back then much more powerfull then even she was at any moment against Naruto and Sasuke. I mean That Kaguya was the one with all the chakra around the world collected except Hagoromo and Hamura. Bald Guy would be Kaguya's follower and would be one trying to unseal/bring back Kaguya or even take her all power for himself

2) It could be Kishi's recycling same strategy with Byakugan as in the Last the movie Kishi used this motive to create super powerfull weapon or eye.

Now considering that Sharingan is lower evolution of Rinnegan but still connected to it, it may be possible that Huge amount of sharingan Bald guy took over after Obito passing away can be used to cast IT again on humankind or even use global amatersu or other crazy shit technique. Why did he wait then until now ?. It could be he is afraid of using it as he couldn't control it and for that he either need to absorb a bit of power from both Naruto and Sasuke or one of them. It also could be action to take blood sample from them. Maybe global KA ?

3) Maybe they are army of curse seal monsters Orochimaru had or army of Orochimaru experiments who just wake up/fully formed latetly in Oro labs

4) Rabbit Demon representing evil/ greedy Kaguya spirit would be scheming behind to bring Kaguya's back or Shinjuu to eat Holy fruit and gain lost once power

5) Whoever he is he plans to Ressurect/bring back Shinjuu/Juubi and use it either to kill everyone or to consume Holy fruit and surprass Kaguya

If it is false, just to hype or troll:

1) It could be there someone crazy powerfull but weaker then Naruto or Sasuke but having hax and great skills to make up for that loss which could make him more dangerous then Kaguya

2) The number of Shin with sharingan/ army of mutants/ army of minijuubi endanger whole world and will be heart to dealt with instead of one powerfull foe.

3) maybe They can absorb powers/learn powers instantly or modigy genetics of other people or even themselves if they make in contact with such person.

4) The bald guy would be just Combination of all strong shinobi(Just like cell from Dbz) which would make him formidable opponent even although he would pale in compare to Kaguya with raw power.

Honsetly I believe The Bald guy is here only for some purpouse and actually to test Naruto and Sasuke

either find their weak spots by Mini Juubi recording them fighting, to take hostage and demand something or Bald guy would try to collect a bit power or blood sample of Naruto and Sasuke to use Indra/Ashura powers for something and combinate it through some asspull shit.

Bald sharingan guy could be Uchiha/Senjuu hybrid mutant with sharingan only for now but in final he may posses Tenseigan and Rinnegan too and then we will get one last final fight .

There no bigger threat, She was just take precautions to not loose against Ootsutsuki whole clan once she confronts them as she wasn't supported by them after using chakra to destruction and being power greedy. Maybe Kaguya was even aware of Tenseigan altar weapon being created by Ootsutski sacrificing byakugan for that.

Kaguya was never scare of bigger threat, same with Black Zetsu but you know that army of Ootsutsuki wouldn't be pushover and Tenseigan would be deadly weapon

I think Oro has something to do with this whole mess. Maybe he has Madara's body?! I think it's pretty suspicious that Kishi has not shown him yet in Gaiden. That means that he is hiding something? A big reveal?

I have to disagree on one point KCM. You said that Kaguya was the biggest threat around. Perhaps she was the strongest on Earth. However, ever since Otsutsukis were confirmed to be aliens from another planet, the scope of potential threats sky rocketed. Perhaps Kaguya was trying to create an army to fight some other alien civilization that was even stronger than the Otsutsuki. Perhaps that's why she sought out chakara in the first place. After all, in "The Last" the Otsutsuki clan was shown obliterating some sun clan with the tenseigan altar.

Perhaps Kaguya was just greedy and wanted universal conquest and that is why she was making an army.

Heck, Kishi could possibly even pull a DBZ and go into the realm of deities (like in Battle of the Gods). You can say what you want about those theories about Hidan's beloved Jashin, but you can't deny the fact that Hidan did in fact become immortal which could imply that some supernatural force did come into play. Perhaps Jashin could be the Naruto universe's equivalent to Beerus from DBZ and Kaguya was trying to fight him.

Then of course there is always the possibility of Hagoromo's father coming into play.

Either way, I wouldn't make the assumption that you made and say that there couldn't be any stronger threats than Kaguya.
