Oh regular members like ourselves? We can only change their color to red when it's a new member considering they have no rep, our rep power will push them into the negatives. I think the regular member with the highest rep power would be Sir Derp Obito. But he can't make our rep bars red. You need to do that through some sort of plugin or have an insane amount of rep power that none of us have

Around 2008, maybe early 2009 there was a female mod who abused her powers and went rampant. She got perma banned and her rep diminished to the lowest depths you could reach which gives you a funny label along with it. I forgot the mod's name though. Bianca or somethimg.
