Fairy Tail is sexist garbage, Naruto's author kept his boner/teenage demographic under control.

Also Naruto lacked the art of using other characters like Fairy Tail. I would have liked it if they used K-11 more often. Showing development of each character so it would not get stale and boring. Fairy Tail also does a fine job on keeping it's characters fresh by giving them different attires in each arc. Only Sasuke was the one who had ever changing attire.

Tsunade gets a free pass IMO since she's meant to be this vain old lady, living in a young prime body. Of course she'd give herself gigantic breasts too. Similarly Hinata and Mei keep it under control too. Can you imagine if we saw Sakura or Hinata in this pose? It just doesn't work.
