I don't think so. Mihawk is stronger, in my opinion even though we haven't seen anything from him. By the way, Kizaru also hasn't been hurt in battle as well.

Legit, think back every time he was ever attacked by a haki user, he'd still not bleed. How durable is he lol !!??

Mihawk can be considered to be Yonkou level since Shanks considers him as an equal.
Doflamingo is at a lower level with the other Shichibukai.
