I assume you mean the art is for the manga. I say A because as long as the story is good you can get past the bad art...but great animation, when it's really well done, makes for a fantastic anime experience. An example is Attack on Titan. The art started off being pretty bland but the story made it worthwhile. Art can always improve over time while animation usually does not drastically change unless there is a budget increase.

Another example is One Punch Man which also has really good animation....although One Punch Man doesn't really count anymore since they have a new illustrator for the manga. I prefer watching anime when I can so I'd rather the anime experience be a good one.

You'd be assuming wrong. I mean the anime has a really bad adaption; inconsistent and unbelievably simple.

Anime does make it different from the Manga in art especially Naruto vs Pein.

I guess B since animation these days (except big fights) are usually mediocre anyway.
