Early part 1 Tsunade (w/ hemophobia) - hell no.
Part 1 Tsunade (without hemo.) - probably/maybe.
Current Tsunade - undoubtedly yes.

Without her hemophobia yes she would have crushed Hiruzen. Hiruzen's performance in that fight wasn't the performance of a Kage. All he showed was B ranked Katons and Dotons and got owned by Hashirama in taijutsu. If Oro didn't keep clowning around and took the fight seriously he would have ownede Hiruzen.
