Would tobi need a sibling to have mongekyou shrinegan

Nope. You have to feel the pain of loss of the most/a very very important person to you. For Itachi, Shisui's death did this. For Madara it was NOT his brother's death, since Izuna was alive and got his MS right after Madara. Anyway, Itachi told Sasuke that killing his best friend would awaken it. It's not just killing a brothwr. Itachi even mentioned that for decades, the Uchiha were rather touch and go with being able to awaken the MS, since it's not a specificly your brother and the pain must be felt to your core.
