But wouldn't Tobi still have been a big enough threat for them to have a reason to go to war with him? What are you guys' thoughts on this?

I believe that they would have still go but if madara wasn't in this war tobi would be screwed, he would have to face the 5 kages, naruto, bee etc.

If when he showed up at the summit, and said that he made the akatsuki like he usually does, that he has 7 tailed beasts, i think the war still would of happened and would have been the same because they have not done anything to prepare for the fight with "Madara" and when the real one did showed up, they got trashed.

NO. He wouldn't have been pretending Madara then. Tobi prenteded Madara cause he's the most feared Shinobi and everyone will fear him and know that he can REALLY destroy the world, but they would consider Tobi like nothing in other words " They wouldn't believe him".
