There is only one technique in Naruto that brings back the dead and that is RT. To recreate the clan Naruto would need their dead bodies and even then their souls have already departed so u would just have a bunch of healthy dead bodies.

Anyway even if it was possible, Sasuke is not evil or bad, he simply has ambition that he is trying to see through and his clan being alive would only make it more pressing that he go through with his plans to make sure another incident like the Uchiha Massacre does not occur.

Nothing exactly says Sasuke is "bad" at the moment and Naruto has not resurrected anyone. He just gave Gai chakra before his was extinguished.
