I think he'd be stronger than Neji. He was already a good ways ahead of him by the end of Part 1 so I doubt Neji would progress faster than Sasuke would even if he had stayed in the village.

I was under the assumption that Sasuke would not master the curse mark and would try to suppress it or get it sealed. Without the curse mark, they were relatively even.
