Would Sasuke be a better ninja if he had stayed in konoha or ORO?

No, Kakashi was hella lazy and and already taught Sasuke his strongest technique. Kakashi couldn't teach Sasuke nothing else that would benefit him.

Kakashi could of taught Sasuke how to catch a pure Lightning Bolt turning his Chidori into a Raikiri.

That and Kakashi could of let Sasuke do an animal contract with his dogs.

Well they're the same technique just Raikiri is more focused chakra. Itachi in part 1 called it chidori(Kakashi also had Raikiri when Itachi knew) and part 2 Deidara saw Raikiri and fought Sasuke calling it Raikiri. It was basically no difference just Sasuke preferring chidori.

Kakashi's capacities as a teacher were very limited compared to a Sannin's. The difference couldn't be more obvious when you look at how well Naruto and Sakura improved once they began their apprenticeship to a Sannin compared to what they learned under Kakashi.

I think he'd be stronger than Neji. He was already a good ways ahead of him by the end of Part 1 so I doubt Neji would progress faster than Sasuke would even if he had stayed in the village.
