The plan seems a little messed up since the body was supposed to be in the moon. Sounds like Madara may have had alternate intentions after all. One can't Tsukoyomi the worked if the creature one is supposed to control is on earth after all. It may succeed if Madara controls the Jubi and its eye is somehow being projected on the moon
