Would Obito be as powerful?

I believe he would've become very strong, a good fit for the hokage position if he had returned (Minato himself did say that he wanted Obito to become hokage)
Although he probably would've never become Juubi's jin, or come in contact with the rinnegan or anything like that=D

Since Rin was still dead, he would've awoke the MS. So yes, he would be very powerful. And since he was back in the Leaf, he would've had Minato teaching him. He would've been as strong as he was before he got the Rinnegan.
