Would naruto with shisui eye be overkill??

Not really since they're limiters on it but I think Danzo with shisui eyes and hashi dna was able to use it once a day so maybe naruto could do a better feat than that

Pretty sure having shisui eye could never be a downgrade no matter how you look at it

He would awaken PS if he has both but if he only has 1 he would have a 5 year cool down since he has Hashirama's cells. He might have a shorter cool down with his special chakra plus Hashirama's cells but that just a theory.

If that crow hadn't activated to stop Edo Itachi and Naruto got the other eye from Danzo with that senju DNA in his arm....abomination!

That's beyond the point though. Naruto still wouldn't have the feats needed to use Koto, so unless he learned Genjutsu, the eyes would be near useless.
