Yes, remember Naruto didn't have anybody at a young age to train him outside the academy like Sasuke did. He did not pay attention in the academy. He didn't have parents there to guide him, train him, or give him any knowledge about his clan. To make things worst the 9 tails made it harder for him to control his chakra. Without the 9 tails at the start of the series Naruto could have had his parents there to guide and train him.

Lel, your asking the wrong question. If Naruto didn't have Kyubi then Sasuke, his rival, obviously wouldn't be as strong as he is now.
There would be no Susanoo, since it was just a way for Sasuke to compete with the Biju.
