No. At least in my opinion. The original Naruto manga (a one shot that was the foundation for Naruto as it is now) had guns and stuff like that and it didn't work out, hence the change from a more modern theme to a more traditional theme. I still have to wonder what Naruto would have been like if the original had become a full series and that's what we watch and read... :|

Don't know what black lagoon is but in shinobi and ninja kind of mangas, i don't think something like those happens
