Sasuke with PS wouldn't be all that still below Obito and Madara, We know nothing of the Elder Sons eye so you cant really rate it

You misunderstand the quote from shogun973, shogun973 is saying that Obito is.

He is asking because the guy above him said Naruto would be top tier, while Sasuke would only be at Obito's level. madara uchiha is the one implying Obito is not top tier.
