Yes A beats Gai unless Gai goes 8th gate. Gai's 7th gate was used against weakened ninja such as Kisame (weakened and without Samehada) and Madara (1 eye and nerfed). Gai's speed depends on his chakra (Shunshin), A has Bijuu level chakra and I don't see Gai having it until 8th gate.
