I had an inkling all the way back in the Five kage and confining the Jinchuriki arc that Mei may have been a deceiver and eventually one of the main antagonists.
It's no secret that The hidden mist was more developed than most of the other villages. The first two antagonists came from there, as well as the seven swordsman, suigetsu and Kisame. We also found out that Obito manipulated Yagura, that he died under mysterious circumstances and for some reason the three tails was running loose causing havoc. Furthermore, at the start of the series, we learned Zabuzu attempted a coup under unknown circimstances and means. The Hidden mist was also one of the starting points of Akatsuki and Mei seemed a bit too compassionate and mysterious compared to the other kages, especially given how recent and how long her village had been warmongering and sadistic. Myself having an eye for deceivers just wasn't completely buying her pure heart and gorgeousness. That comic relief attribute of hers where she'd randomly get ticked about her ex fiance, though funny seemed a bit suspicious as well. Sure Tsunade and Gaara are compassiona, but they are main characters and we knew their backstories. I began to wonder if Mei and either Kabuto or Obito were secretly lovers and planned to be an Adam and Evil duo lols. Being that both Kabuto and Obito were deceivers, it would have made her that much more like them. I honestly wouldn't have minded if Kishimoto had developed an arc for she and the edo seven swordsmen in the war and made them more pivotal to the plot. I also wouldn't have minded seeing she going at it with either Tsunade, Sakura or all the Kunoichis.
