would Kotoamatsukami work on sasuke

is there anyone that could get out of this jutsu i say this because every single living thing was put in I.T and the only person who could repel it was sasuke, so its clear to say no genjutsu would work on him but would Kotoamatsukami as i think it may be the 2nd strongest genjutsu ever 3rd is his best friend itachi with tsukiyomi and first being madara with I.T

It was supposed to work on anyone too but he repelled it. I don't know about KA.
