Clearly Minato is a good choice, i'm not hating on that i just think Hiruzen did have some bias, and maybe Itachi even while young is a genius and with all the jutsu at his finger tips he would learn a lot and be an op and fair kage, he would get to change everything.

Itachi was 5-6 years old when Minato died, Hiruzen said Itachi hade the reasoning of a Hokage at 7 but knowing to put the whole village before any singular clan isn't enough. Itachi graduate from the ninja academy at 7, awakened his sharingan at 8, was a jounin at 10 and jounin at 13. He still lack the experience of a ninja, he has to be strong to protect the village and be able to make the right call. You wanted him to be Hokage when he was still in the academy, Kakashi was actually older than him and already a jounin at that time so he would have been a better candidate but even he lacked the wisdom that comes with age. He knows the ninja rules and all but still didn't know everything, before he would have left his comrades and complete the mission but thanks to Obito he learned to put the lives of his comrades first.

Itachi even said he failed because he tried to do everything himself instead of having Sasuke help him, a Hokage can't have that "I'll do it myself" attitude. Itachi didn't learn this until he was already a Edo tensei and even told Naruto this and that one doesn't become Hokage and get acknowledged but once one is acknowledged, they will become Hokage. Pretty much once others see you as a leader who they would want to follow then you are worthy to be Hokage. Itachi was never shown to be friendly with villagers or have their loyalty. When Pein when to Konoha and literally tortured/threaten many ninjas, none of them would give Naruto up and all praised him after he defeated Nagato. Shikamaru even told his dad how being with Naruto makes him want to follow him, if he never told Shikaku that then he wouldn't have let Naruto go after Nagato alone ant Nagato most likely would have killed them all.
