Would itachi still be as good as he is if he never awakened his sharingan

I only remember itachi showing some speed and physical strength feats along with fireball jutsu. But other than that it appears he relies solely on his visual prowess in fights.

With just Sharingan he owned Orochimaru, who is kage level, so Itachi with just 3T Sharingan is kage level and probably above low kage level.
