Without Naruto to bank his hopes on, Itachi's multiple plans for Sasuke wouldn't have worked. That's undebatable because it's the literal plot of the manga. He'll always love him 'no matter what he chooses to do' because they're brothers.

Itachi was darkness of village, same as Danzo. People like this are not suited for Hokage. Hokage inspire loyalty without using fear. Look at Hashirama, whole village would run behind him because you have this feeling that you are fighting for something better. Same as Minato and Naruto. And with Tsunade everyone is with her because boobs.
But yeah Itachi would too much like Danzo.
