Honestly Itachi wanted Sasuke to win, I'm sure if he truly wanted then he would have finished Sasuke within that Tsukuyomi without any doubts, but because he needed Sasuke to win, he had to drop the Tsukuyomi then act surprised so Sasuke though he truly broke it.

^ Just my opinion but I could be wrong, Sasuke could have actually broke it, just wouldn't make much sense if he did
