How do you know Naruto would even become Hokage... Because then, Naruto wouldn't become the Kyubi jinchuriki
therefore, he would lead a relatively normal shinobi life. Possibly since his dad won't even have much time to be around Naruto, he would even reject the Hokage seat, and that's even if we consider that the leaf village is a monarchy (which it isn't)

Land of fire is a monarchy, kage are just head of militia, the true ruler of the leaf village, or more precisely the entire Lang of fire is the fire Daimyo. We also don't know if Naruto wouldn't. The fame and recognition that Minato gets, Naruto may also want heck you saw how bolt's life was people still ignore him despite his alleged fame as the hokage's son. But Naruto isn't bolt, Naruto was still pretty talentless so he would still be made fun of, it also doesn't stop him from not wanting the same recognition his dad gets which may prompt him to become hokage one day too in an effort to gain recognition. And since he's still an ashura descendant calling him "normal" would be a huge misnomer, you can't just assume that Naruto would act that way as if it was ab algorithm I was just making a guess of what's the most probable.

no Hiruzen believes thinking about your village over clan is Hokage thinking. However, that is similar to Danzo. Killing those who you believe might be a threat to the village, even if they are konoha citizens and founded the village.

But you also have to remember, its the being segregated that forced the uchiha to be united.. its the steps taken by konoha government that forced the uchiha to the coup.
