Would Hiruzen make Itachi hokage?

If things had worked out perfectly then the order would've been like this --> Hiruzen - Minato - Obito - Itachi - Naruto.

uhh nope.. Jiraiya was first pick over Minato..It shuold have gone Hiruzen - Jiraiya - (maybe Minato ) - Itachi - Naruto

Itachi would've been, not the strongest, but one of the smartest Kages ever. But I'm not sure what would've happen when he started to lose his sight because of the Mangekyou. Uchihas are only good for Hokage if they've got EMS or Rinnegan, but the only ones, Madara and Sasuke, are (or were in Sasuke's case) criminals at some point, in order to achieve this eyes, so no, beside Sasuke, I can't really see any Uchiha Hokage at the moment, and in the past, since Madara didn't really care for the title of Hokage, but for his selfish dreams.

Not only out of merit would Itachi get the title of Hokage. He would be made Hokage to mitigate some of the tension between the Uchiha and the rest, or as a symbol of peace if the revolt had already begun
