lol, he's the Hokage, not the Mizukage.

His hair itself is swag enough to become a sentient being.

The hair sways everyone.

It's just been shown that red was the color for the Hokages. Could be possible though since the Mizukage and Kazekage had blue. But typically it's been shown that
Hokage=red hat/cloak
Kazekage=green hat/cloak
Mizukage=blue hat/cloak
Raikage=yellow hat/cloak
Tsuchikage= brown hat/cloak

It's just somewhat of a trend and seems to go with the Nation/position.

Honestly, that hat needs to go. It looks cool when they wear it on their back, but, for me, nobody looks especially good with it. I'd venture to say Tobirama would probably look the worst seeing as how he's all blue and about dat fur.

I'd say Minato looks the best out of those 4, though.
