Would a powerful Uchiha Jinchuriki be able to control the tailed beasts to become a Perfect Jinchuriki? Madara had full control of the fox but would a Uchiha with the tailed beast sealed inside of them be able to have the same control to forced the tailed beast to follow there commands?

It will be pointless though, If they fall victim to genjutsu the tail beast wont be able to help them because they will lose control of there beast, and the beast will retaliate and possibly take control, since it's full power was being harnessed. Fatal flaw.

if they got the rinnegan no swet, but since Uchiha is strong on both physical and mentally, I think they can do it, no sweat. And it's still depends on the seal.

While it would make sense, I'm not sure. One might need the full cooperation of the Bijuu to become a perfect Jin. If it was this easy, Madara had no reason not to become Kurama's jinchuriki, unless the concept of a perfect Jin was not familiar to him or he lacked a strong enough sealing Jutsu.
