Although I feel Kaguya is an @ss-pull. Madra is not the worst villian in the naruto world. Not by a long shot. Villains are ranked by evil acts. Not power level. Fact, before Marda's resurrection he did not commit one evil act against the ninja world. You can try and give him credit for Obito's work but Madra was dead..it doesn't work that way. At that time he was alive you can only accuse Madra of saving a young boy and giving him an idea. So saying he's "responsible for all the suffering caused by Akatsuki" is a bit flawed. Especially since the rogue group was hired by many villages to do their dirty work. Not Madra's fault. So in your opinion whos the worst villan in the naruto verse so far?
Honestly on the scale of villainy no one has brought more recorded pain to the ninja world than Donzo then Orochimaru. All the major events in the ninja world that affected the naruto story was directed by Donzo.
1. Ordered the death of the entire Uchiha.
2. Caused the death of Yahiko, which created the Akatsuki we know today.
3. Allowed the continuation of the secret experiments on over 60 children to create a wood user.
4. Helped Orochimaru escape judgent for his crimes.
5. Attempted assassination of the Hokage
6. (This is just a theory) he most likely orchestrated the death if the third Hokage. In the Anime series the 3rd shut down the root and stripped Donzo of power but during the Sound village attack on the Root reappeared.
It would be kool to hear who you think is the worst.
