Worst Villain in Naruto?

I beleive Kaguya will come back next movie and reborn from Orochimaru because of the fact Zetsus come from her and there is a peice of Black Zetsu in ALl white Zetsus

Kaguya wasnt that bad of a villain considerimg the fact that she was only brought in to take Madara out of the story. She did her purpose and did it well.

To me the worst villain in the series would have to be Madara. I like him and yes he was very powerful but he was just too overpowered. Gets boring after a while

Obito, for many reasons. His motive for wanting the world to burn was so flimsy compared to other villains, pedoraging 'cuz some 12 year old who wasn't interested in him in the first place died. The dude went from an absolute fodder to op courtesy of one super-broken eye technique that even allowed him to transcend death.
