Incorrect. You are citing two people who are not known to be sensor types. Additionally, while other Leaf shinobi may have been familiar with Oro's chakra, they were not familiar with the chakra of the people Oro was disguised as. The Sand's sensor shinobi should have been familiar with their Kage's chakra and noticed the change.

To both of you, we cannot assume that everyone is a sensor or has sensor capacities.

IDK, The Sand Village was placed as one of the Great Shinobi Villages because of its Military strength. I don't really think many sensors, in the village or another, could do a better job. I can't argue as much because much is unknown. You could be right because both Sasori and Deidara enter the village without setting off some "Sensor Alarm."

Besides, The Fourth Kazekage wasn't hailed as the strongest Shinobi of the Sand Village, the Third Kazekage was. The Fourth only had the ability to stop the One-tail Bijuu. I don't see any other reason for him to be not Kazekage. I think that was the reason for him to be, that and controlling Gaara.

HQ couldn't sense his chakra... Your manga citation showed him physically looking at Muu with his third eye while Muu was chatting it up with the other edo kages. When I refer to sensor ninjas I'm referring to those that can sense chakra, which Gaara can do no better than the next shinobi. Get over it.
