Foxy is totally the last shichibukai.

His power is legitimately strong. Imagine if he trained that power and learned haki. All of that along with his ability to recruit new members into his crew could make him a very powerful man and a possible candidate for shichbukai.

That being said, the worst ones are probably the ones that aren't nice. Such as the Arlong pirate crew. Edit: In addition to arlong's crew being bad. Remember that one of them was defeated by Usopp when Usopp was just a *****.

I cant speak for him but i think he means because they only had 4-5 normal humans , 1 bear and just before the timeskip they gained a giant. I think he means worst in terms of power...i dunno.

And to Usman Bepo is awesome, easily one of my favorites and we haven't even seen much but a kung fu panda bear is always a plus in my book. I meant the Flying Fish Riders but now that I think about that, they're not really pirates anyway are they.
