While some people just like using ABC logic, it doesn't always work, sometimes people are just a good or bad match for a certain opponent. Similar to how Neji is superior to Lee without gates, and despite all his efforts he never surpassed the genius from the Hyuga Clan.

Mighty Guy, the Blue Beast of Konoha, he has always been a huge asset to the leaf village, and his Taijutsu is unmatched. Using high speed taijutsu and the 8 inner gates, he has the ability to access kage level power. His most notable accomplishment is defeating Kisame Hoshigaki the Monster of the Hidden Mist

Possibly the strongest ninja to ever hail from the hidden sand village, Gaara's ability to control sand, allows him to overwhelm his opponents with huge amounts of it and even consume the battlefield itself.
Darui

Simply put Darui is the hidden cloud's Kakashi Hatake w/o the Sharingan of course. His vast use of both storm release, black lightning, raiton, suiton, and weapon skills make him a powerful opponent to defeat.
