I don't believe Tsunade is the weakest. It's really hard to judge which one is, due to the fact they all have different styles and special techniques.

Madara is not Hokage, and he never was, plus he could solo any hokage there ever was.

Madara couldn't obviously solo Hashi, so yeah....

It was a tough choice but I took 4h Hokage, Minato was useless, Yondaime hokage wasn't that great either, 4th Hokage was the best IMO he atleast sacreficed himself for the village.
