Which character you think is the worst developed character through the series? And why?

My vote would either go to shino or ten-ten.
We basically know nothing about shino, except that he from the aburame clan and he talks funny. In terms of canon screen time even when he is there naruto either doesn't remember him or doesn't talk to him (because of the way he talks)
Ten-ten on the other hand has probably had the least plot progression of all the knoha 11. Basically the only back story we have of her was her dream "to be like the legenday kunoichi Tsunade"........FAIL
