Nah, people would just complain that 'he didn't get to use this jutsu, Kishi didn't do this etc'.

Kisame probably had the best written death in the series.
the thing about Kisame is that he was probably the only true shinobi out of the Akatsuki , he knew what it meant to be one , that's why he protected the intel for his organization & died like a shinobi should , he said fvck it , I'm not talking & killed himself. I think it was really well done .

True true , I would say Kakazu for me , I think it could've been done in a different way & still kill him , but not like it happened .

Thinking the same thing. I mean I didn't even like Neji. But after part 1 you would think he would some kind of story developed. But no. I guess he is the only one besides Shino to not get any interesting side shown in part 2. But still he sacrificed his life because of Naruto. You would think Kishimoto would spin the sadness a little more.
My answer is always gonna be Hyuuga Neji.
Honorable mentions: Sasori, Kakuzu, Dosu, Hayate.
well to be fair there was more important stuff to be dealt with then at the time like the juubi obito and madara
Idk how you see Nagato's character but he wasn't completely heartless or evil.. he was manipulated/brainwashed so he wasn't exactly a full villain but more of an antagonist from what I see. I have to disagree with Nagato on your list but we view him differently so to each their own.
- Sasori - This heartless villain who had slaughtered a country suddenly got soft and decided to allow his grandmother to kill him, the same grandmother that he had talked about turning into a puppet before.
- Nagato - Same as above, a heartless villain who suddenly got soft for some reason. It makes it look like everything he did was on nothing more than a whim.
- Team Dosu - Every death of the members of this team was flat out unnecessary, and resulted in three characters with a lot of potential being killed for no reason at all.
There are more, but these were the first to come to mind.
