Naruto is not a communist,each village has free market,rich people and so on. And incase you did not know a Shinobi is a soldier so they follow military style life styes. Civilians don't each village swears allegiance to their country and its leader the Lord of each country.

Sasuage isn't trying to rule the world. He's trying to become the Big Bad so he can use his power to unite the nations. He believes (probably falsely) that he can solve mankind's problems alone. This is hinting that Sasuke may become the new S06P, if anything.

That sociopath is willing to kill the leaders who have protected the Leaf since its creation so being lead by a misguided fool like that would be stupid vs someone who wants to protect the Leaf and the history it has ya such a difficult choice.
