well the gorosei are more influential because they actively influence the things that happen in the world while the world nobles just kinda chill in their nice city and when they come out the most they do is buy slaves and shoot people on the street from what we've seen they don't actually take part in government

The world Government was made by the celestial dragons 800 years ago if I remember correctly. Gorosei are the current leaders of WG
There's no proof that WG has any kind of authority over the World Nobles. The World Nobles however can summon a admiral if they feel threatened

I'm pretty sure the World Nobles are just a facade for the Gorosei. They're the ones keeping the law and hiding the Void Century, and the head of the World Government, while the Nobles have their power because they descend from the people that supposedly founded the World Government. I see the Nobles as spoiled brats, whose only power is lent money from they obviously superior fathers. The fathers being the Gorosei, which are using the World Nobles as a symbol for the other countries.

Though I wouldn't be surprised if each of the Gorosei are descendants of the 20 Nobles as well, as the families that actually had a meaningful hand on the Void Century's revolution, while all the others were just cannon fodder to increase the ranks. It's very hard to conceive 20 powerful factions without a small core that leads the others. I'm sure that when the exposure of the dirt in the world comes, we'll see the Gorosei detach from the rest of the Nobles, having them take all the blame.

As Madarauchiwa said above the celestial dragons did indeed create the WG 800 years ago...but they dont really take part in the WG as much as the Gorosei would they only contact the WG if someone becomes hostile towards as when Luffy punched a celestial dragon they called an Admiral. if that makes sense.

Taking part in the government's activities doesn't give more authority. The world nobles might have appointed the gorosei for all we know

No proof suggest either can order the other to eat shit. World Nobles can summon admirals for personal safety, and they created the world government itself

The gorosei could be representative from world noble to rule world government. Of course there's no proof as we know noting about the void century and history of world government, this is a speculative thread

Doflamingo doesn't have any power as former world noble, his father lost all status when he quit being a noble. That's why doffy was si furious in the past to lose so much privilege

DD still has a connection to the CD's to a certain extent considering that he was able to pull off that newspaper stunt.
