[Question] World Military Draft [ ONE PIECE ]

Two citizens drafted as admirals (assuming Green Bull was drafted too). I think its a good way to establish new admiral lvl characters. However, some may question the idea of hierarchy and establishment, to allow newcomers such high positions of power.

Is this just another way of saying VA's are sh*t aside from Garp?

What are your thoughts?

No it's a way of saying the VAs are not strong enough to be Admirals... :|

Why make someone an admiral if they're not at that level yet? From what we know by now, none of the vice-admirals has that kind of power. Looking among citizens, or other factors for that matter, is by no means a bad method.

Eh? Don't see what you are trying to get across?

And no, the Admirals are one of the World Governments strongest force, it doesn't mean the Vice Admirals are sh*t, it means the Marines are below the normal state of fire-power.
