And the only jutsu he could learn was clone jutsu

Tajuu Kage Bunshin is forbidden
Kage Bunshin in small numbers isn't forbidden

uchiha's were never shown to use kagebunshin except edo madara snd those too were wood clones meaning hashi's jutsu....! may be it's not possible for them... and it would make them too op... imagine 3 or 4 obito's kamuing you or 4 itachi's using amaterasu, genjutsu, susano etc...!
