Water release is one of the 5 basic elements , that allows you control water , preexisting or your own . Its created from molding your chakra into the water with nature manipulation .
You channel your chakra to your mouth , then , using nature transformation you alter your chakra by recalling the feeling, flow, power, and traits of water .Once you feel that you've gathered a sufficient amount of chakra , you release the gathered chakra from your mouth , not before using shape manipulation to turn it into a wave/blast,etc .
Water, unlike any other element, is very calm. It is free flowing and relaxed . It can also be fierce, some think of floods that devastated the earth in the Epic of Gilgamesh, and at the end of 2004 during the Tsunami. It can be almost whatever you want it to be .
Applications : Large Constructs, Small Constructs , Sharp Constructs, chakra absorbing mists, mists that are capable of absorbing properties, tsunami's , hurricanes , vortex , whirlpool . The possibilities are almost endless .
Water is strong against fire, A rank water is stronger than A rank fire. Its at the same level as S rank fire.
Water is weak to earth, A rank earth is stronger than A rank water. An A rank earth jutsu is on the same level as a S rank water technique.
Water is equal to wind. A rank water = A rank Wind.
Water is actually equal to lightning, lightning will get stronger since it will flow better if a body is already wet, and it will do a lot more damage. A rank water = A rank lightning.
Fair enough. But do remember that water can be made from the ground or even from thin air as well. Not restricted to oral release, but i'm sure you already knew that.

Here we go. I hate this cliche part of training, but it is vital to make sure you understand the element in it's entirety.
Channel your chakra into the paper while envisioning Water in your mind, it's flow and properties. While you create this feeling in within you, apply it through chakra into the paper itself. If successful the piece of paper should begin to wet and crumble apart from the moisture of water invading it.
