Description:
The user start by manipulating his Wind based chakra into the area surrounding the opponent (short range). By manipulating it with great precision, the user will form extremely small but dense shards of wind that vibrate at an extreme speed. These shards are about the size of an average ring and are about 30 in number, they can only be seen by a white glance it gives off. They vibrate at a stationary point and cause an eerie and somewhat deafening
screech, due to the friction caused against the air itself. This causes the opponent to be distracted, and allow the user ample moments to attack.

Restrictions:

-Can only be used 4 times a fight
-Can only be taught by –L-

Just perform it.

Looking at the opponent, I send my wind chakra into a circular shape surrounding the him which I quickly manipulate it to form 30 ring like things around him which all of a sudden, vibrate very quickly. The vibration power seemed to release a screeching sound out of it which would eventually enter the ear drums of the opponent damaging it, thereby decreasing the hearing sense.

Questions

They form in a circular form around the opponent right?
Can I perform any other techniques after the rings have placed?
Are the rings formed almost instant?

Range: Mid-long
Chakra: 30
Damage: 60
Description: The user first gathers wind chakra in either of his hand and throws it either in a forward or diagonal direction in form a sphere which would be the size of a person's head. With the sphere in position, it starts pulling things towards itself with immense force. With the nearby small objects within the sphere, due to the sheer pressure in the core, it suddenly explodes sending out the objects and particles in all directions except for the side of the user who would remain protected. The other variation of this technique is the user can divide the one big sphere into smaller ones and place them according in their positions utilizing chakra.

Note: Can only be used thrice per battle
Note: Needs two turns cool down between each use
Note: The user must be mid-range away from the technique to avoid getting throwed away
Note: Can create upto 10 smaller spheres
Note: The sphere can suck in small weapons and particles but not big objects like summons or human beings.
Note: Can make a human go off balance if the sphere is near him/her
Note: Can only be taught by Excālibur

Analyze it and find some advantages and disadvatanges

Analyse it:

Well, it is a fairly easy jutsu to understand. After gathering a sufficient amount of Wind based chakra, one throws it in a direction which is the form of a sphere. The size of a person's head. The sphere acts like a pulling mechanism, pulling small objects towards it. When the objects are pulled within the sphere, it explodes due to immense pressure. It explodes everywhere, except in the direction of the user, which is pretty cool. One can also create several spheres, of smaller size of course.

Advantages:

-Well, it's up to Long range, which is always a plus.
-It can work pretty well against dangerous small weapons (FTG kunai)
-When it explodes, it doesn't send shrapnel in the direction of the user.

Disadvantages:

-Even though it doesn't take long to form, it might be a drag to throw it in a certain direction and the opponent might already take care of the sphere.
-Needs a two turn cool down, and can only be used 3 times.
