I'm confused about this guy who winked at me today... I need something to clarify ;_; help?

So I was at the amusement park. He was getting off the ride, and I was getting on. The ride was coming to a stop, and he was seated in his seat as the ride was coming to a stop. My eyes just locked onto his and we kept staring at each other in the eye for some reason. Then when as the cart he was seated in was getting farther away he winked with a big smile. I turned away and looked back at him and he was smiling and giggling with someone who I couldn't see, but he was looking at me. He winked and everything, but if he was interested in me wouldn't he of approached me? Cause I was fully approachable. So I'm thinking he probably was just teasing me for staring (EVEN THOUGH HE WAS DOING IT TOO) or trying to be funny. ideas? MY BRAIN IS KILLING MEEEEE

Why should he approach you? Why can't you approach him? He is showing his interest and already made the first move with his flirting and winking , it is up to you to respond to it
