You dont have to do it both ways, just know that if you make a bio and you dont have a fan listed in it, it requires two handseals....unless you use a technique that can produce one for you.
Channel Wind chakra into the fan and simply perform one swing. Release the chakra from the fan and using shape manipulation turn make it resemble a Giant Windmill Shuriken.

Let's apply this science!!
*I start off by molding my katon chakra and releasing a ring of fire on ground level, then start building up my wind chakra and release a strong gust from my mouth, aimed inside of thering of fire, then mixes with it and turns it into a flaming hurricane, that then continues towards you. I then clap my hands and send doton chakra into the ground, causing huge rocks to come from the behind you and knock you towards the flaming hurricane, causing it to engulf you and burn you to death*

*Seeing myself spew out the ring of fire, I immediately concentrate my earth chakra above the me that's attacking me, landing on the hurricane, dousing it but also breaking due the power of the hurricane. Then I hear and feel tremors in the earth, signaling an underground earth attack. I then release the chidori from my body, negating the chakra within it, stopping it from hitting me*

Description: This technique utilizes wind chakra into the users sword and then they release a vortex of wind that surrounds the users body and can push away materials covering the users body.

Not unlike the C Rank technique, channel wind chakra into your sword that I gave you earlier and then release the chakra to create a vortex of wind that will surround your body and blow away anything that may come near you.
Note: This tehnique doesnt say anything about the sword needing to be unsheath or swung in order for you to achieve the desired result.

(Fūton: Shinkūjin) - Wind Release: Vacuum Blade

Description: The user exhales wind-infused chakra onto a weapon in order to increase its sharpness, range and lethality. For example, the user can infuse a kunai to resemble a makeshift scimitar or infuse shuriken to increase their range and cutting power.

Take out a kunai and charge wind chakra into your mouth, then blow it slowly onto the kunai. You can do this by throwing the kunai first and then expelling the wind as well.

*With my sword still sheathed, I channel my wind chakra into the blade. Immediately wind starts to spin around me until a strong vortex of wind forms, strong enough to blow anything close away*

* I take out and brandish a kunai. I then channel wind chakra into my mouth and slowly expel wind chakra onto it, making a sort of makeshift scimitar, then throw it at a clone, and it easily pierces him*

~Firstly, I focus a large amount of wind chakra into my stomach, then channel up and to my mouth and then release a stream of wind. Once out of my mouth, the stream winds up into a large twister that sucks a clone in any any other things nearby~

~I then take my special scythe, and channel my wind chakra all through the blade. I then swing it in a large lateral arc that releases a strong gust of wind that follows the trajectory of my arc, and completely knocks away the kunai~
