I'm assuming you don't have any prior training.

I'd like for you to tell me all you know of Wind Release. What it's relationship is with the other basic elements, as well as two known practitioners in the manga and how they use it.

Wind Release, or Futon, is one of the five basic elemental chakra transformations. It is weak against Katon because the wind feeds the flames and makes them more powerful, and this means that wind techniques can be used in conjunction with fire to augment the latter's power. Wind is strong against Raiton because wind is a natural electrical insulator. Futon is a component of the following nature Kekkei Genkai: Ice Release and Scorch Release. It is also a component of the Kekkei Tota Dust Release.

Practitioners from the manga:
Naruto Uzumaki has a wind affinity and mainly used it as an upgrade to his Rasengan, Futon: Rasenshuriken.
Asuma Sarutobi used Futon and he usually imbued his wind chakra into his trench knives to increase their cutting power. He has also been shown using one wind technique, Futon: Dust Cloud Jutsu.

You're pretty much spot on with everything, though I had hoped you'd mention Temari who uses her fan to augment her Wind jutsu instead of using hand seals, but it's no big deal. I'll help you with the other elements.

Wind when used with Water is used to help push the water. When you do this, you're creating a stronger pushing force with the secondary element. Though it wouldn't increase the rank or anything, it's better if you're using something fast in which you can make it even faster, leaving less room for them to come up with a counter.

When you combine it with Earth, it's more or less the same effect with Water, but you can be a little more versatile with it. Seeing as Earth has more than a solid release and you can create other things like mud, dust clouds and so on, Wind can help propagate that.

So let's talk about counters. What would happen if a Wind technique coming from you and a Fire technique coming from me both of the same rank collide with each other?

Well no. While it's true that Wind and Fire will make the fire stronger when combined, that's only when they're working together. For instance, if you use a Wind jutsu, and then use a Fire jutsu afterwards, they combine with each other using the Wind to fuel the Fire and makes it stronger. When they collide with each other, the Wind acts like it's putting out the Fire, and weakens it.

Just a little something to remember.

C-Rank Wind < C-Rank Fire
B-Rank Wind = C-Rank Fire
A-Rank Wind > C-Rank Fire

A wind jutsu needs to be at least two ranks higher to overcome the fire jutsu. Of course, this applies for any elemental weakness, for example using Lightning against Wind.
