Description: The user releases a certain amount of wind through there mouth wich then is rapidly spun around the user and carries the person as inside a wheel. It is highly sharp on the outside, able to cut through solid objects such as C rank and lower earth techniques and slice through human flesh with little to no trouble at all. Most comonly used for traveling.

I concentrate my chakra in my body and then channel it in my mouth before molding it into wind natured chakra and expelling it from my mouth, while it's being released, i shape it to rapidly spin around me and forms a wheel with me inside of it. The wheel is sharp on the outside and it carries me as my vehicle.
I have two questions:
How fast would this be able to travel?
Can you use it to travel in the sky or do you have to stay or ground?
